GLOWA JR Atlas: Results of the GLOWA Jordan River Project

he GLOWA Jordan River (GLOWA JR) Atlas is an end-user geographical information system (GIS). It presents the spatial results of the GLOWA JR project and helps to visualize, organize, and analyze them. The geographical scope of the atlas is Israel, Jordan and Palestine. It includes maps about climate change and its impact on water and land resources, including ecosystems, as well as information about the impact of global change on ecosystem services, land use and agriculture. Moreover it includes maps about the potential of rainwater harvesting, managed aquifer recharge and irrigation with treated wastewater.

The spatio-temporal distribution of lightning over Israel and the neighboring area and its relation to regional synoptic systems

The spatio-temporal distribution of lightning flashes over Israel and the neighboring area and its relation to the regional synoptic systems has been studied, based on data obtained from the Israel Lightning Location System (ILLS) operated by the Israel Electric Corporation (IEC). The system detects cloud-to-ground lightning discharges in a range of ~500 km around central Israel (32.5° N, 35° E). The study period was defined for annual activity from August through July, for 5 seasons in the period 2004–2010. The spatial distribution of lightning flash density indicates the highest concentration over the Mediterranean Sea, attributed to the contribution of moisture as well as sensible and latent heat fluxes from the sea surface. Other centers of high density appear along the coastal plain, orographic barriers, especially in northern Israel, and downwind from the metropolitan area of Tel Aviv, Israel. The intra-annual distribution shows an absence of lightning during the summer months (JJA) due to the persistent subsidence over the region. The vast majority of lightning activity occurs during 7 months, October to April. Although over 65 % of the rainfall in Israel is obtained during the winter months (DJF), only 35 % of lightning flashes occur in these months. October is the richest month, with 40 % of total annual flashes. This is attributed both to tropical intrusions, i.e., Red Sea Troughs (RST), which are characterized by intense static instability and convection, and to Cyprus Lows (CLs) arriving from the west.

Comparative analysis of algal communities in the rivers of northern and southern Israel as bearing on ecological consequences of climate change

Climatic impact on algal communities is analyzed by comparing two unpolluted river ecosystems, the Oren River of Mediterranean zone, Northern Israel and Zin River of the Central Negev Desert, Southern Israel. Bio-indication method was used for assessment of ecologically significant variations in the composition of algal communities in both rivers. Our analysis highlighted the distinctions in taxonomic diversity and abundances of both salinity tolerant (halobic) and alkaliphilic groups of algae.

Rapid advances in the timing of the spring passage migration through Israel of the steppe eagle Aquila nipalensis

We examined phenological change in the spring migratory passage of the predatorysteppe eagle Aquila nipalensisfrom 1977 to 2008. Data were collected at Eilat, Israel, a globallyimportant site for migrating raptors. Changes in the observation dates of spring passage migrationwere examined using correlation and regression analyses to assess changes over time as well aspotential relationships with temperature and with the Indian Ocean Dipole, an index of climate in thewintering area. Over the study period, the number of recorded steppe eagles decreased significantly,as did the proportion of juveniles. Despite the population decrease there was a rapid advance in firstspring passage date. Although changes in passage dates were related to environmental conditions inwintering and en-route areas, we suggest that one possible additional reason for such a rapidadvance is due to increasing competition between individuals for breeding territories due to dwin-dling habitats. In addition, changes to some aspects of the passage distribution may be a consequenceof a changing age structure.

Confronting water in an Israeli–Palestinian peace agreement

Trans-boundary water agreements are usually conceived as allocation agreements. In other words, water is treated as if it were a pie to be divided among the riparian states. The treatment of water as if it were as immobile as land may be useful in the short term, but it is fundamentally flawed as a means to avoid conflict as well as to ensure efficient, equitable, and sustainable management of water over the long term. This article proposes to avoid quantitative allocations within international water agreements, whether they be presented as percentage or fixed allocations or whether or not accompanied by a periodic revision clause. It proposes instead an ongoing joint management structure that allows for continuous conflict resolution concerning water demands and uses in a manner that effectively de-nationalises water uses. As well, it builds on existing, functioning institutions that are already active over a variety of scalar levels. It disaggregates what is usually perceived as a national water demand into its component institutions and re-aggregates them within an international institutional context. Though this approach for building trans-boundary water agreements can prove useful in any geographical situation, this article uses the Israeli–Palestinian conflict as a model. It proposes to respect the existing differences in the institutional management of water between the two entities and to reach four general objectives: economic efficiency, social and political equity, ecological sustainability, and the ability to implement the agreement in practice. The institutional design and proposed mechanisms follow five key principles for shared management: water allocations that are not fixed but variable over time; equality in rights and responsibilities; priority for demand management over supply management; continuous monitoring of water quality and quantity; and mediation among competing uses of fresh water. This institutional structure balances water quantity and water quality issues and economic and environmental goals in a de-securitised fashion. Though specifically applied to water shared by Israelis and Palestinians, the objectives, principles and institutional structure are relevant to any place in the world where trans-boundary water divides rather than unites two or more peoples.

Climate Change Adaptation Strategy and Programme of Action for the Palestinian Authority

The occupied Palestinian territory, as part of the Eastern Mediterranean, is subject to many serious changes in annual rainfall, mean temperature, extreme weather events and sea level rise as stated in the fourth assessment report by IPCC. The Palestinian National Authority, represented by the Environment Quality Authority (EQA), took the lead in developing the “National Climate Change Adaptation Strategy” with support from UNDP/PAPP. Stakeholders representing all scrotal groups, including officials, researchers, representatives of NGOs, CBOs and local communities, were actively involved in preparation of this national strategy. A National Committee for Climate Change is already active and working towards highlighting the impact of climate change on different sectors aiming at developing the National Action Plan for Adaptation. We are looking forward to cooperating with the international community to actively and properly adapt to the impact of climate change to protect our planet.

Desalination and Alternative Water-Shortage Mitigation Options in Israel: A Comparative Cost Analysis

Costs for seawater desalination have dropped significantly over the past decade due to technological advances. This has increased the attractiveness of desalination to policy-makers as a means to address water supply shortages. Israel, a country that faces chronic water scarcity, is in the process of developing wide-scale desalination capacity that is projected to supply all of the nation's domestic water use within a few years. Two issues are often neglected, however, by policy-makers pursuing desalination. The first is that seawater desalination is associated with a number of external costs, consideration of which may influence the optimal scale and timing of desalination implementation. The second is that alternative measures for managing water scarcity, including conservation techniques, are often more cost-efficient. This study estimates the full cost of desalination in Israel, including externalities, and then compares this to the costs of several alternative options for addressing water scarcity, including both demand management and supply augmentation measures. We find that desalination, despite being the primary policy option pursued by Israel, is among the least cost-efficient of all the alternatives considered, even without taking into account the externalities involved.

Suspended dust over southeastern Mediterranean and its relation to atmospheric circulations

The Middle East deserts are often subjected to dust, which reduces horizontal visibility to 5 km, and sometimes even to < 1 km. The present study examines the annual and inter-annual occurrences of dust events based on 37 years of visibility observations from Hazerim (near Beer Sheba) correlated with PM10 dust concentration. The visibility data was converted to PM10 dust concentration, using concurrent data for three years. We then analyse the linkage between dust and synoptic- to global-scale weather systems. The monthly data indicate that the dust season starts in October and ends in May, with a maximum in March. More than 89% of the total annual dust is accumulated between December and May, the ‘high dust season’. The annual totals vary as much as an order of magnitude from year to year. The synoptic system that produces the majority of the dust over the northern Negev is the Cyprus Low, contributing 2/3 of both the total yearly dust yield and of the number of dust observations. This suggests that a positive relationship exists between the dust in the Negev and rainfall in north Israel, both of which are generated by Cyprus Lows. Indeed, a significant (at 0.05 level) correlation of + 0.30 was found between the two. Correlation maps evidence that in dust-rich years the cyclonic activity over the Mediterranean is abnormally high and in poor-dust years it is low. A highly significant negative correlation (−0.66) was found between the dust yield and the intensity of the North Atlantic oscillation (NAO), which modulates the cyclonic activity over Europe and the northern Mediterranean. This may also imply that periods in which more dust accumulated as loess in the northern Negev may indicate the existence of negative NAO phase, and concurrently, warmer conditions over the Sahara, colder conditions over Europe and enhanced rainfall over the Mediterranean Basin. The Influence of Meteorological Conditions and Atmospheric Circulation Types on PM10 and Visibility in Tel Aviv

A 3-yr dataset (February 2000–November 2002) of 30-min averages for particulates, visibility, and meteorological data were analyzed to examine the dependence of particulate matter of less than 10 μm in diameter (PM10) mass concentrations and visibility in Tel Aviv, Israel, on seasonal meteorological conditions, synoptic weather patterns, and airmass history. The persistent nature of the summer synoptic weather pattern in the east Mediterranean (EM) region yielded the highest mean visibility (35 km) and lowest variability in PM10 concentrations, as compared with the higher variance for the other seasons, and spring in particular. The frequent passage of the “Sharav” cyclones during spring causes natural dust outbreaks with extreme values that result in a much higher PM10 annual mean (57 μg m−3) as compared with other larger cities. The history of the air mass dictating the physical and chemical properties of the particulate matter reaching Israel was assessed by back-trajectory analysis from predetermined transport sectors. The west and central European sectors, representing mostly the summer flow regime of European clean air masses that are advected over the Mediterranean, differ significantly in their reduced PM10 loading and high visual range from the Arabian Peninsula and North African sectors, originating from the surrounding deserts. Because the most frequent direction of air masses reaching the EM is from European origins, Tel Aviv experiences most of the time satisfying visibility conditions. Applying the definition “very good visibility” for visibility exceeding 19 km shows that about 90% of the time these conditions were met for this 3-yr period.

The role of short- and long-term climate predictions in determining the success of adaptation to climate change is investigated. A double-resolution transient RCM climate change

A double-resolution regional experiment on hydrodynamic simulation of climate over the eastern Mediterranean (EM) region was performed using an International Center for Theoretical Physics, Trieste RegCM3 model.
